But customer is not getting sms notification on account registration or on new order placement.

I have created a new user group with specific permissions. Then I have created a new admin user and associate it with newly created user group. However it didn't worked. I am getting Permission denied for everything.

Are there any common / base permissions which are mandatory for new user groups?

I do Agree with the functionality... For shipping and tax purposes, pre-defined areas of a country like provinces or states. Refuse to ship or sell to a zone by selecting Zone Status of OFF.

However what about if there are multiple postal codes in a specific zone. And I want to ship for some specific postal codes in a specific zone

In my opinion, if the merchant is providing services in specific areas then it would be better to restrict customers on website. Checkout functionality should remain disabled for such areas where merchant is not providing services.

Is there any plugin available for postal code?
Postal code functionality can be used to check whether delivery address is serviceable or not.

Can I make modifications in Abantecart code as per my business needs?

Abantecart should provide a feature where Top Administrator can create power users with specific permissions. For example Top Administrator can create power user who can view reports. Or who can add new products but cannot delete. Or who can take backup but can't do anything else.

Mobile app source code should be available for download. There should be mobile app for Abantecart. Again this is very important to have mobile app for shopping cart.
