Extension Support / Shipping not added to PayPal express

Shipping and PayPal express configured and switched on. But shipping fee does not appear in the PayPal Express total at PayPal. Shipping is calculated correctly and  Order Totals are switched on except handling and low order fee. It's driving me nuts...help please.
