is it possible to group countries for weight based shipping?  Say i have the same rate for several countries...

Hello.
Create a Location with counties you want and add one rate to it

This makes you choose areas within countries? It is very messy, I don't want 1000s of regions, I just want to group countries, I don't think its possible

It is possible and very easy to do. Try it.
