I just started using v1.3.4. I know on the older version I was using, there was a way to set the tax rate. It seems to be set at a default rate of 8.5%. How do I change the rate, and can i set up different tax rates for different tax zones?

Got to System → Localization → edit Tax Class.
Make sure Tax Class you created is added to the products
