From what I have seen, Google Business Profile consistency and review velocity matter more than most on-page factors for local map pack visibility. A business with 60 genuine reviews and an incomplete website can outrank a technically strong site with 5 reviews in local results.
For organic local rankings the usual signals apply — content relevance, internal linking, page speed — but location-based intent seems to weigh heavily even when the keyword itself is not location-specific.
