Title: Shipping Rate

Can I ask if its possible to edit Flat Rate no City.

For Example:
for New Jersey - $5
for New York - $10

is it possible ?

Hi. There is no way to configure Flat rate shipping in this way.
Try another shipping methods like Weight Based shipping (http://www.abantecart.com/ecommerce-documentation/46-admin-user-manual/extensions-menu/shipping#Weight%20Based%20Shipping).
