I NEED HELP IN SETTING SHIPPING COST PER REGION AND PER WEIGHT

but how to set shipping cost per region since it differs by distances

You can accomplish this with using locations and setting specific rate to this location.

But I do not now how to do this

hope you can explain it step by step

After I click on Shipping Tab what should I choose

since no features you have mentioned above in shipping tab

no forms available for us to enter shipping cost corresponding to each area

Within the link that was cited above are the instructions -  but this is a step process:

When extension status is ON, Additional Settings button will appear. Click to see more settings. Weight Based Shipping method works correctly only if You have configured Locations (http://www.abantecart.com/ecommerce-documentation/52-user-manual/admin-user-manual/system/localization#Locations) in the store and set up Weight Based Shipping settings for each Location (http://www.abantecart.com/ecommerce-documentation/52-user-manual/admin-user-manual/system/localization#Locations) separately.

First you need to configure LOCATIONS -  find them Systems > Localization  >Locations 

Next you need to setup the Weight Based Shipping settings for EACH location that you setup in step one.

Then when you turn your extension on you will see there are additional settings - where you can configure.
