Title: How to Manually Create an Order for a Customer

How can i create a new order for a customer manually in the admin section? I need to add the downloadable to their account.

There is a very useful attribute called act on behalf of customer that will help you
Here is the doc link.  Scroll down a ways, it's towards the bottom.

Also you can edit an order from within the aPanel.  Here's the doc link for that information.

One of these will allow you to accomplish your task.
