it's a hosting provider misconfiguration issue.
They forgot to allow writing for /tmp directory for them users.
To solve issues needs to add directive session.save_path=/your_tmp_directory into file public_html/php.ini
In this case /your_tmp_directory was /home/user_{ID}/tmp
