Title: Shipping to two or more zones at fixed price

Hi

I am trying to set up shipping to 2 UK zones at different fixed rates.

E.g. 8.00 to mainland  12.00 to highlands and islands.  I have created the two zones but I cant see how to apply a fixed shipping rate to more than one zone.

Can anyone point me in the right direction?
