Title: error in payment method ( no linkage of shipping and payment)

i was prompted error: payment method required on checkout step 2 ...
but i did not link the shipping together with payment...


error log i checked : App Warning: AbanteCart core v.1.2.3 ADispatch: blocks/banner_block construct FAILED. Missing or incorrect controller route path. Possibly layout block is enabled for disabled or missing extension! in /home/megamart/public_html/core/engine/dispatcher.php on line 76
