Title: How to edit the website

Hi Folks,
Q 1: I have just uploaded my work on cpanel and now I want to make changes to it(like create blocks and content) How shall I proceed? Shall I do it via admin panel from Cpanel or work locally then merge my whole DB or for every change I have to upload it separately...
Q 2: As I was working locally I have hardcoded my links of content so now they all show error as URL path is change so is there a standard path that can be accessed locally as well as on host(Example: http://localhost:8080/abantecart/index.php?rt=content/content&content_id=11 / http://(host IP)/abantecart/index.php?rt=content/content&content_id=11  and also I make it SEO Url will this path automatically understand their respective URL path ?
