looks like security_mod blocks your resource manager.
You can try to disable it from Hosting provider CPanel and check

hi,
thank you for reply, actually it is turned off by hosting company, when i faced an 403 error they turned it off, any ideas? thanks for help again

You should to check httpd error log inside CPanel and check abantecart error log (see menu system/logs on admin side).
Please post more details

i have Cpanel and FTP FileZilla access where that should be exactly please?
