Does anyone know how to set Special Pricing Offers? I'm stumped!

Not for sure I know what precisely what you are asking,  but it might be about "sale" prices.   If so, 

Catalog → Products → Edit product (https://abantecart.atlassian.net/wiki/spaces/AD/pages/5210273/Add+or+Edit+Products) → PromotionsHere's a link to the docs about it:

Go to Catalog Page → Products Page → Edit product → Promotions and After you set Special Pricing Offers in abantecart
