Title: Banner Block Problem

I created a new store and DID NOT add sample data or products.  Now I am trying to create a banner block but it will not show because even though I keep turning it on, it keeps turning back off???  What is happening and how do I fix it?

Hello. You should add this block in Design-Layouts.
