I think what you are looking for is a rule-based shipping.
This is doable, but not simple implementation. We have already planned to implement it, but this will require users support for us to work on this project.

Please make the City row drop-down menu (like Country or Region / State).

OR

Please add district (drop-down menu) after Region / State.
And will be very very very helpful if can add Sub-District after District.

So Country -  Region / State - District - Sub-District if possible

Are you still interested with address dropdown menu? You can looks my  system running  well in abantecart 1.2.0 and 1.2.1. Customer just select  country - zone - city - ditric -subdistric  when they  filling in the address field. Postcode/zip  automatically appear when subdistric selected.

The system running well too with shipping extensions distric base.
