Template Support / can't get rid of bottom banner in default template

 This is the blue-ish one at the bottom that has ABOUT US  and CONTACT US and Newsletter Signup...see  attached screenshot

I have deleted all banners and there are no banners in my Banner Manager.
I have deleted all footers in Layout & Blocks Manager.

I was able to get rid of the "Contact Us" and the text below it,  but that's it.

WTF?  Help!
