tax zones - using special locations

I am missing something somehow so I am asking for assistance.  I've read the docs and searched the boards but just not getting the result I need.

Here's the setup I need for tax rates in different counties and cities (not countries) within a state

1 - setup locations called Shelby County  and Jefferson County
2 - Added  the location zones details
3 - Added the location zones
4 - Added tax classes for the new locations
5 - Added details for the tax class
6/7 - Added rates to the tax class

8 - However,  I can only get one of the zones to appear in the checkout pages
9 - So my calculated tax rate is only correct on one county.

How do I get all the counties to show up?

thanks for the help.  I am assuming I am missing something, but I just can't figure it out.

Rate is shown for the zone in the address or provided in the estimate fields. Why do we need to show different rates?

How does the customer get to choose which county or city  -  I am not getting the taxes to que from from the address, but only from the tax zone I apply in the product page.

Here's the issue  -  some locals collect sales tax on the delivery/shipping address - here in my state,
there is a state tax rate,  and a county tax rate and a city tax rate.   There can be more than one zip in a county or city,  and more than one city in a zip code.

So if city/cty/state1  has a total rate of 10%   and city/cty/state2 has a total rate of 8%   how do I get the customer into the correct rate?

Hi again -  any guidance here on how to do this  if I am missing some key instruction somehow in the documenation,  or is this no doable yet?

There is another user that has this same issue  with his surrounding counties having different tax rates.  So some guidance here would be greatly appreciated.
