Can I have one option depend on the selection of the first option?

For example take the demo product: New Ladies High Wedge Heel Toe Thong Diamante Flip Flop Sandals

Let's say I select size 6, I might offer it only in blue and red. But If I select size 8 I might have all colors available. Can this be done? This is important for inventory reasons too. Say I sell out of size 6 in red but still want to sell size 6 in blue.

towards the bottom of the page  it shows parent/child attributes ,  I think that is what you are looking to set up

also in the demo on http://www.abantecart.com/shopping-cart-demo    admin panel  >  catalog > global attributes  is one set up so you can see how it works.
