missing file for upgrade

i am trying to upgrade to 1.2.12 and i am missing the /install/static_pages/index.php  page i uploaded  the back up file and it still missing i reuploaded the file that i downloaded for 1.2.12 and still did not work i will contue to look for it let me know

Hello. If file exist maybe it has wrong permission so you cant access it in the web
