linking a pdf

I'm really computer illiterate and don't under stand how do to this,  My merchant acct is telling me i have to have a clickable link on my front page to a pdf file showing the regulations and restrictions of order certain items on my webpage.   I have tried to download a file, i created a clickable link, but it gives me an error.   How do i get the clickable link to open the pdf info page?

I'm not sure what the error message was?  I created a dropbox pdf and linked it with a URL and then used that to add to the clickable link on the home page.   it worked!   Do you think this is safe and ok?
