Region/State Problem

In settings I have changed the region / state to CA at least 20 times, I then click save right beside it and then click save at the bottom.  I keeps going back to nothing???

it's a bug.
we already fixed it in 1.1.6.
to quick fix replace file admin/controller/responses/common/zone.php by attached
and let me know

I did that and now the dropdown is blank, there are no states listed to choose from?

save again and check.
i checked fixed file on both versions, 1.1.5 and 1.1.6 and it works

It isn't working for me, I am attaching the file I just uploaded, maybe something is corrupting it when I download it.

It's the same size so I am stumped, I have no states to choose from and only the United States in the countries option now??
