Sales Tax issue, Guest Vs. Reg User

I am having an issue with sales tax. I am only collecting for California. When a guest checks out, sales tax for California is calculated correctly. However if you are a registered user, sales tax is not calculated for California residents,. Why would it calculate for guests and not registered users?

Any help would be appreciated. Yes, and the only extension I have added is the one to remove the powered by verbiage.

Tax for registered users based on user address and your location settings.
Please recheck your Location and Tax settings

Thanks for the reply, I had everything set correctly. However everything seemed to be working fine this morning, maybe I just needed to clear my cache. I appreciate your help!
