SEO keyword "" is already exists!

This is a new install version 1.2.8 running on php 5.6

I deleted the sample items and started over with categories and products added 8 categories and 1 product and started getting the error SEO keyword "" is already exists!. I tried a few things suggested on the forum with a search, and can't get it to add a category or product now at all. Looked around in the db and could seem to find it. Can you push me to a topic that will fix this or should I just reinstall?
