Set Telephone Number As Mandatory

Hello! Sorry if i posted this in the wrong section. I need help on how to set some of the registration fields mandatory to fill in. I want customers to fill up their phone numbers upon signing up. Please, i need help. Thank you! Greatly appreciated if anyone could provide me with some steps.

I can't seem to get around with the provided steps. That one mainly to remove mandatory field for telephone. Even i tried to do steps in reverse, the code lines are different than mine. i'm running on 1.2.9
