Extension/Order Total - Handling fee % is not working

Hi,

I hv created 2 handling fees - differs by the payment type.
if it's paypal - it's 3.9%
if it's online banking - it's a fix value of RM1.50

the fix value is working fine. But if I chose paypal, the % is not displayed at all.

Please assist me.

I used this payment extension : default_pp_standart

and attached is the settings

if I changed the order as per attached, to be calculated after sub-total, the handling fee WILL NOT display at all for both fixed and % .. 

the fixed handling fee, will be displayed, if i changed the sorting to null... why??

Please asssit me asap
