Under Construction notice for new install

I have a new installation in the top public_html folder and would like the public to see an "Under Construction" notice until I get everything set up and tested. I'd also like to be able to see the website draft while I'm working on it. Please support your local newbie -- is there a simple way to do this?

We do not have under construction feature, but we have maintenance mode. You can change the test to "Under construction" if you want.

You can enable it in System → Settings → System.
