Default Per Item Shipping

Hello.
I hope you can help me.
I set up an extension "default per item shipping".
In the attachment below the shipment rate is 13.80 but in the dropdown list it is 16.70.
The correct one is 13.80.
Why is it so?

The estimate box is showing the shipping + vat tax


The recap is showing the base shipping  and the vat tax line includes the shipping tax.
