CRITICAL: Paypal Payments Standard not showing in Checkout

I just turned ON the Paypal Payments Standard extension and set its sort order to 1.  "Check or Money Order" is set to sort order 2.  However, when I try to test it, the choice for Paypal is not showing in Checkout, only Check or Money Order is displaying.  I watched the video on Paypal for what to do, but it doesn't tell much.  What else do I need to do to make Paypal display as a choice along with Check or Money Order?

I tried it both with Minimum = 0, and blank, but no other limitations.
I tried it with Paypal Sandbox enabled, and disabled.
I tried it with the Location set to USA, and "All Locations".
I tried it as a Guest, and as another email address of mine that registered without any problems.

Paypal Payments Standard didn't display as an option for any of these combinations. The only option that displays is "Check or Money Order".

This is a CRITICAL problem. I can't sell anything without Paypal working. What can the problem be??

No, not that I know of. The only Shipping Method that I'm using it the Flat Rate, set to $7.

I've tried it both with the "Auto Select" ON, and OFF, and Paypal Payment Standard still doesn't display, only "Check or Money Order".

Are there any other settings for Shipping in addition to those in Admin>Extensions>Flat Rate?

Hi. Is there any progress figuring out why the default Paypal Payments Standard extension isn't displaying in my ver. 1.1.6 cart that I've been trying to set up for the past couple of weeks?

These are the reasons why payment would not show:

1. Shipping method used does not have payment method selected. Default, no payment are selected and none restricted.
If you selected specific payment for shipping, new payment will not be automatically assigned.

2. Payment method settings restrict payment method by min/max amount, location, or status (off) 

3. There is an error. Check the log when you access checkout page.

These are all that I can think of.

I had the same problem
I solved it by reinstalling paypal ...
